What he means by starchy water is the water you cooked the pasta in and all the starch from the pasta would've gone into it. fusionhypercool (November 30, 1999 at 12:00 am)
the water in which the pasta was cooked.while draining, you reserve some of it and use it..usually to thicken the sauce.. :D
